Dear Sir Cecil,
It was a matter of keen regret to me that I
was unable to call upon you while I was in the Far East at
the end of last year. Apart from the pleasure of meeting
you personally, there were a number of questions relating
to conditions of labour in Hong Kong, among them the
position of the "mui tsai", which I should have liked to
discuss with you. Unfortunately my programme had to be
modified considerably by shipping arrangements and amongst
other things it was made impossible for me to stay at
Hong Kong.
I regretted the more that I had not the
opportunity of meeting you personally because, during my
visit to Canton, the Chinese Seamen's Union had informed
me of various alleged grievances of theirs regarding Hong
Kong, and I had wished, if possible, to mention them to you in conversation. Of course, I had not intended to ask
you to discuss these grievances with me in detail, unless
you yourself had desired it, as I should only have
mentioned them to you in a purely private capacity and not in any way as Director of the International Labour Office.
Nevertheless, had you found it possible to give me some
information on these matters, I should have been glad, in
the interests of good feeling and good relationships with
the
